Our Story

Built on a Belief That Compliance and Sustainability Go Together

Ananda Pact was established in Bangkok by practitioners who had worked alongside both regulatory bodies and private sector clients navigating Thailand's expanding environmental legislation. What began as a small advisory practice has grown into a focused firm with deep familiarity with the Office of Natural Resources and Environmental Policy, the Pollution Control Department, and the Ministry of Industry's Factory Inspectorate.

The firm's name reflects a core conviction: that responsible environmental stewardship and sound business practice are complementary rather than in tension. Each engagement we take on is approached as a long-term relationship, not a one-time transaction. We invest time in understanding the specific operational context, the regulatory history, and the practical constraints our clients face.

Over more than fifteen years, Ananda Pact has guided industrial, property, and infrastructure clients through Environmental Impact Assessment submissions, pollution control licensing, and enforcement proceedings before the Administrative Court. Thailand's environmental regulatory framework has expanded considerably over the past two decades. The Enhancement and Conservation of National Environmental Quality Act B.E. 2535 established the foundational EIA regime, while subsequent ministerial notifications have progressively extended assessment requirements across project types and scales. The Factory Act, administered by the Department of Industrial Works, imposes parallel obligations on industrial operators relating to waste disposal, wastewater treatment, and air quality management.

Navigating this framework requires more than familiarity with the statutory text. Regulatory outcomes in Thailand are shaped by administrative practice, the posture of individual agencies, informal guidance that has not been codified, and the interpretation approaches of expert review panels. Ananda Pact's engagement with these processes over fifteen years provides a practical understanding that pure legal analysis does not capture.
