EIA Support

Mixed-Use Development EIA, Greater Bangkok

Challenge

A property developer required an approved EIA for a 42-storey mixed-use development before construction finance could be finalised. Previous advisers had produced an assessment rejected by ONEP for inadequate public participation documentation and missing specialist study on ecological impact.

Solution

Ananda Pact reviewed the rejection response in detail, identified the specific documentation gaps, and coordinated a revised assessment with three additional specialist studies. The public participation process was rerun with comprehensive community notification and two facilitated consultation sessions documented to ONEP standards.

Result

The revised EIA submission was accepted by ONEP with one round of minor clarifications. Approval was received within nine months of Ananda Pact's engagement — ahead of the client's project finance timeline. No supplementary ecological studies were requested.

Litigation Defense

Enforcement Defense — Industrial Discharge, Rayong

Challenge

A chemical manufacturing operator received a formal enforcement notice from the Pollution Control Department following an inspection that identified elevated heavy metal concentrations in treated wastewater discharge. Potential penalties included suspension of the operating permit and a significant civil liability claim.

Solution

Ananda Pact conducted a rapid liability assessment, engaged an independent environmental chemistry expert to review the inspection methodology, and identified a procedural irregularity in the sampling protocol. Simultaneously, a detailed remediation plan was prepared demonstrating the client's commitment to corrective investment in treatment infrastructure.

Result

The enforcement notice was challenged successfully on procedural grounds. A negotiated compliance schedule was agreed with PCD, and the operating permit was maintained. The remediation plan has been implemented and the facility passed its subsequent quarterly inspection without findings.

Pollution Compliance

Waste Management Licensing, Food Processing Facility, Pathum Thani

Challenge

A food processing company expanding its capacity needed to obtain industrial waste management licenses under the Factory Act for a new organic waste treatment unit, while simultaneously preparing for a scheduled PCD inspection of its existing operations.

Solution

Ananda Pact coordinated the licensing applications for the new unit, conducted a pre-inspection compliance audit of existing operations, identified two areas of documentation non-compliance, and worked with the client's engineering team to address them before the PCD visit. Regulatory change monitoring was established for ongoing permit conditions.

Result

Waste management licenses for the new unit were approved within the expected timeline. The PCD inspection resulted in no formal findings. The client engaged Ananda Pact on an ongoing regulatory monitoring basis following this engagement.
